Andrés Rebollo

Andrés Rebollo is the main responsible for the design of K-Infra´s PPP courses. Founder and CEO of K-Infra and independent PPP Senior advisor from 2015. 20+ years of experience with 60 + PPP projects advised in all relevant sectors globally. Ex-Partner Head of Infrastructure & PPP in Deloitte Spain (until 2014), and previously Adeinfra founder (acquired by Deloitte in 2008).

Amandeep Singh Virk

Amandeep works as an Independent Consultant specialized in PPP and he is a leading international PPP transaction advisor with +21 years of experience.

He has played multiple roles in value chain of PPP projects from ‘concept-to-commissioning’ as well as project monitoring support. His expertise covers formulation of PPP regulatory frameworks, project screening & prioritization, feasibility studies/business cases, PPP transactions through to financial close and PPP capacity building. He has steered more than 60 PPP projects/programs across different sectors viz-a-viz transport, renewable energy, healthcare, education, accommodation, solid waste management, water supply & sanitation, tourism, agriculture and sports infrastructure.

He has served as PPP Advisor to numerous governments in Africa (Tanzania, Uganda, Kenya, Zanzibar among others) and Asia (including projects in Philippines, Bangladesh and a number of states in India).

Jean-François Gautier

Jean-Francois Gautier holds a PhD in Economics from the University of Paris Dauphine. He has a 20 years professional experience in Finance and Economics. He has been working in investment banking and for several development institutions such as the World Bank, the French Development Agency (AFD), the Institut de Recherche pour le Développement (IRD), the OECD, the Overseas Development Institute (ODI), the French Cooperation State Department. Over these years, he has specialized into Project Finance, PPP, Municipal Finance, Economics and Statistics studies. He has been involved in the financing of Energy, Infrastructure, Utilities, Social projects in Europe, Middle East, Africa and in the USA. He has also been teaching in Sciences-Po Paris and University Paris Dauphine and holds the CP3P trainer accreditation.

Taras Boichuk

Taras, Partner Director at SPILNO (Ukraine), the PPP unit of the government of Ukraine is our lead trainer for CP3P trainings in Russian. He is the leader of the Ukrainian PPP Unit, where he has led the preparation and implementation of the Ukrainian pilot PPP projects in the seaport and airport sectors, and provided legal support to the Ministry of Economic Development and Trade to work on the new Concession Law adopted in October 2019. Taras is an accredited trainer in Foundation and certified in Foundation, Preparation and Execution.

1st Master class: good practice and approaches to Value for Money analysis

Andrés will review different approaches worldwide, from countries that focus the analysis for approval of the project in qualitative aspects, using the quantitative assessment against the PSC to evaluate proposals, to others -the most common approach in emerging markets- which focus or even base the assessment for approval of the project solely on a quantitative assessment.

 

We will learn different approaches to risk adjustment (how sophisticated are the countries in quantifying the risks?) and tax neutrality adjustments, rate of discounts, incorporation of third party revenues (could they be different in the cost projections of the two models?), the risk of missing renewals in the PSC or the incorporation of non-financial benefits (should we quantify the higher reliability of the PPP?). Other issues that will be discussed where there is no universal consensus, include the monitoring and contract management costs or the structuring/transaction costs, as well as the incorporation of uncertainty through sensitivities.

 

The last topic that will be  covered deals with the timing of the VFM assessment: when should we do and report for approval the quantitative VFM? Should we update the assessment during the contract life?

 

Each topic will comprise Andrés’ favorite approach through a step-by-step summarized description of the VFM calculation process.
