First group of Somali public officials trained on the CP3P standards (Foundation course of the APMG’s Public-Private Partnerships Certification Program).

As part of the implementation of the Somalia Public Private Partnership Project (PPP) to strengthen Somalia’s PPP frameworks, the Ministry of Finance with support of the International Finance Corporation (IFC) organised a PPP Certification Program that is being implemented by K-infra and delivered by our trainer Jean Alexandre Blanchard. The training took place in Nairobi, Kenya last month, 23rd to 26th of January 2023. This training aims to equip participants with the skills and knowledge to effectively manage and oversee public-private partnerships in their country. The face-to-face format of this training provided an interactive and immersive learning experience for the participating officials, allowing for hands-on learning and the opportunity to network with peers and industry experts. The PPP Expert Certification Program is a globally recognized program that provides a comprehensive understanding of the P3 process, from project conceptualization to implementation and monitoring. This training program supports countries in building their PPP capacities and attracting private investment for sustainable and inclusive growth. In Africa, PPPs can help unlock the full potential of public infrastructure and stimulate private sector investment. In order to realise their full potential, however, PPPs need to be implemented effectively and consistently across the continent. We believe that this training, held in Nairobi, will provide a unique platform for the sharing of best practices and the exchange of ideas. Stay tuned for updates on the impact of this training and the progress of public-private partnerships in Somalia.

K-infra will train 2 group of cohorts from the National Center for Privatization & PPP in the first level of APMG’s PPP Expert (CP3P©) certification program

 K-Infra is proud to announce that we will be training two groups of personnel from the National Center for Privatization & PPP in the first level of APMG’s PPP Expert (CP3P©) certification program.

 Established by the government of Saudi Arabia with the aim of promoting and implementing privatization and public-private partnership (PPP) initiatives in the country, the NCP is responsible for developing and implementing a comprehensive privatization program that supports the economic diversification goals of the country and encourages private sector participation in the provision of public services and infrastructure. The NCP is working to create a favorable investment environment for private sector participation in public projects, and to promote the growth of the PPP market in Saudi Arabia. By participating in this certification program, the personnel will gain a comprehensive understanding of the PPP Guide by APMG. The PPP Guide provides a structured and systematic approach to PPP projects, which can help to minimize risks and maximize benefits. The training will equip the personnel with the knowledge and skills needed to effectively apply the PPP Guide in their work. The benefits of being trained in the PPP Guide by APMG include improved project outcomes, enhanced decision-making, better risk management, and increased stakeholder confidence. The certification program is also a great opportunity for the personnel to expand their professional network and gain recognition as experts in PPP. We believe that the CP3P© certification program will provide a solid foundation for the personnel to enhance their skills and capabilities in the PPP domain. The program will not only impart theoretical knowledge but also provide hands-on experience in the practical application of PPP. These first trainings on the Foundation level, will be delivered in a face-to-face format and will be conducted by Borja Rubio, a highly qualified and accredited CP3P trainer in all three levels. Borja Rubio de la Rocha has over 10 years of teaching experience in PPP&PFI, Financial Maths, and Economy. With nearly 20 years of professional practice in the field of PPP he has developed his professional career through the business development of PPPs in several sectors. Borja has trained more than 600 candidates in the CP3P program. This program is a unique opportunity for the personnel to gain expertise and knowledge in the field of Public-Private Partnerships (PPP) and we are confident that the training will be a valuable investment for the personnel and will contribute significantly to their professional growth. First cohort in Georgia to enroll CP3P Foundation

This month of November we had the honor to train the first-ever group of Georgian officials in the #CP3PFoundation level of the APMG’s Public-Private Partnerships Certification Program

It was an incredibly engaged group of 15 professionals including representatives from the PPP Agency, Investigation Service of the Ministry of Finance of Georgia, and the Ministry of Economy and Sustainable Development of Georgia – ეკონომიკის სამინისტროTbilisi City Hall and Roads Department of Georgia

This course provides an introduction to PPPs, an overview of how and why they are used, the structure of PPPs, how they are financed, common causes of project failure, key elements of a PPP Framework, and the steps in a typical PPP process. The course equips attendees with foundational knowledge and understanding on PPPs, enabling them to act as informed team members of a PPP projects. This training aims to standardize the knowledge of the PPP process and terminology, as described in the APMG PPP Certification Program Guide and it is followed by an exam which tests whether the trainee has sufficient knowledge and understanding of the Guide, which is at the core of the Certification Program.

PPPs in Jamaica are now fully equipped!!!

2 years ago Inter-American Development Bank asked us to deliver the first CP3P Foundation training to Jamaica´s officials. A group of more than 20 professionals led by Development Bank of Jamaica Limited and including representatives from The Port Authority of JamaicaMinistry of Finance, Jamaica, Economic and Ministry of Industry, Investment & Commerce National Water Commission. This was a big effort under the mandate of IDB with the coordination of José Yitani-Rios, Senior Specialist from IDB/HQ and Jodi Ho Lung from IDB in Jamaica


Andrés Rebollo delivered the first course. Later on, we proceeded with Preparation delivered by Borja Rubio de la Rocha and now (and this time on site Face to Face!) we concluded with Execution delivered by Marcel van den Broek.

Now we have 21 government professionals fully certified in APMG’s Public-Private Partnerships Certification Program and with one of the best marks that we have enjoyed among public officials worldwide.

Ecowas Projects Preparation and Development Unit continues to implement the APMG Public-Private Partnership (CP3P) Certification program.

From September 12 to 17 a new group of Member States experts and ECOWAS officials attended a CP3P Preparation training in Togo. The training, conducted by our trainer Borja Rubio de la Rocha, focuses on understanding PPP Frameworks, and how to iPIHdentify, screen, appraise, prepare, and structure PPP Projects. The training is followed by an exam which tests whether the trainee has sufficient knowledge and understanding of the Guide, which is at the core of the Certification Program.
The training course was organized by Ecowas Projects Preparation and Development Unit and financed by Spanish Co-operation for International Development (AECID), within the framework of the Memorandum of Understanding signed between both organizations. The course is part of the PPP training program launched by the PPDU in 2017 with an objective to develop the capacities of the experts working on the regional Infrastructure development programs.
Since then, K-Infra has delivered 6 CP3P trainings (3 Foundation, 2 Preparation and 1 Execution) for Ecowas PPDU. As a result, more than 100 candidates have been trained in the CP3P program improving their PPP practitioner capabilities.
From K-Infra we would like to thank ECOWAS and AGENCIA ESPAÑOLA DE COOPERACION INTERNACIONAL PARA EL DESARROLLO – AECID for embracing the CP3P program and entrusting us with the mission of these trainings.

Public officials from Paraguay were trained in the CP3P Preparation

A group of 28 public sector officials from Paraguay were trained in a new face-to-face edition of our CP3P Preparation training as part of the PPP Certification Program.
The training course, which took place from September 12 to 17, was led by our CEO Andrés Rebollo, the main author of the PPP Guide. At the opening were present the director of the DGIP, Facundo Salinas; the IDB representative in Paraguay, Edna Armendariz; the head of the PPP team at the IDB Vice-Presidency for Countries, Gastón Astesiano; and the specialist in Knowledge Management and Learning of the IDB’s Inter-American Institute for Economic and Social Development (INDES), José Yitani.
This training was organized by the General Directorate of Public Investment (DGIP) and organized with the collaboration of the Inter-American Development Bank (IDB).
The Preparation exam is based on chapters 2 to 5 of the PPP Certification Guide and will test a candidate’s understanding of the PPP framework and application on PPP Project Identification, Screening, Appraisal and Preparation Processes in a given governmental context.
The main objective of the Preparation level focuses on understanding PPP frameworks and how to identify, screen, evaluate, prepare and structure PPP projects. Preparation level materials and exam are available in English, Russian and Chinese.
