“Failing to Structure” is the third article of an investigation, conducted by K-infra in 2018, about PPP project failures in Greater Europe.

In this new article we advance further in the project cycle, still in pre-procurement phase (before project approval), to discuss how the right project (the right public investment) can suffer dramatically and be either a complete failure (rescue/early termination) or a significant failure (re-structuring the project through re-negotiations) simply because we were unable to define the correct PPP structure (financial structure and/or risk allocation structure).

Although there are examples in other sectors and with respect to other risks, this is especially true when talking about linear transport infrastructure and mostly relevant in relation to demand and revenue risk…

When a candidate has completed a K-Infra CP3P training by meeting our assessment criteria (including a minimum attendance and effort/activity level on our smart campus and participation in our workbooks), they will receive a digital badge certifying their achievement.

Those delegates that have attended any of our past +200 CP3P courses related to the PPP Certification Program can claim their digital badge as K-infra trained professionals. If delegates have any doubt about the process, they can check the Digital Badges page or write savalos@k-infrastructure.com.

In this article we keep on with the analysis of project failures and how they link to improper management of PPP projects, reviewing and reflecting on particular areas of management where neglecting is not uncommon and may have serious consequences.

Ariana Progri: new Foundation certified trainer for K-Infra CP3P program

Ariana Progri is now part of the K-Infra Team

We are proud to announce that Ariana Progri, Former member of IFC PPP Advisory Team, has been successfully approved as #CP3P Foundation Accredited Trainer by APMG International. Congratulations on your results!


Ariana brings additional capacity to deliver CP3P in Spanish and English, but also allows us to offer training on the Albanian version of the CP3P Guide.


As a PPP expert, Ariana has over 20 years experience in advising governments on private sector development and infrastructure PPPs. Her expertise covers all aspects of PPP transaction advisory from project concept to project structuring and tendering, as well as the areas related to creating an enabling environment for PPPs and private sector participation in infrastructure.


Her PPP experience spans fifteen years of analyzing and structuring infrastructure PPPs as well as policy and institutional strengthening in Southeast-Europe, Mexico, Central America and the Caribbean. Her work was carried out in close cooperation with the World Bank and other intergovernmental agencies to strengthen PPP and sector policy and regulatory frameworks in order to promote private sector participation in infrastructure. It also entailed engagement with private sector and local communities to balance the trade-offs between project commercial appeal, public interest and overall economic and social return.


As per today, K-Infra counts with 14 accredited trainers worldwide covering all geographical zones including Europe, North America, Middle East, Latin America, Africa and Asia.
