The exam for the Preparation level has been launched

APMG’s Preparation Exam about the PPP Certification Program is already available

The Preparation exam has been already launched. It is the second exam/level of the PPP Certification Program that when completed (together with the third exam level, execution, expected for 2018) will allow the candidate to use the Certified Public-Private Partnerships Professional (CP3P).

The exam is based on chapters 2 to 5 of the PPP Certification Guide and will test the candidate’s understanding of the PPP framework and application on PPP Project Identification, Screening, Appraisal and Preparation Processes.

APMG’s PPP Certification Programme is an innovation by World Bank and other Multilateral Development Banks, and aims to strengthen PPP best practice through a global standard of knowledge.

Andrés Rebollo, K-Infra´s CEO, acted as the Lead Author of the complete PPP Certification Guide.

We will announce soon our first course for preparing candidates to take the CP3P Preparation Exam, which will be held in Madrid.

Andrés Rebollo, CEO of K-Infra, acts as an advisor to the Paraguay Government

Andrés Rebollo, CEO of K-Infra, and acting directly as individual senior advisor to the Paraguay Government (Ministry of Finance, Ministerio de Hacienda), conducted last week a workshop on “Fiscal impact & fiscal risk in PPPs” in Asunción, Paraguay. The audience was comprised by members of the Public Investment System Department (DSIP), the department in charge of leading and coordinating the National Public Investment System (SNIP), National Accounting Department, Public Budget Department, Public Debt Department, Directorate of Public Companies and Macro-Fiscal Department.

The work shop was handled in the context of the advisory provided by Andrés Rebollo for the future development of government guidelines on fiscal impact management in PPPs.

Richard Kupisz, Chief Executive from Maxwell Stamp KSA (Saudi Arabian office of the Maxwell Stamp Group) and one of the greatest experts of Public-Private Partnerships in the Middle East region, has been accredited by APMG to deliver our CP3P© Certification courses.

Kupisz has over 30 years of experience as a consultant, advising clients of the public and private sector in PPPs, investment projects, finances, strategy and policies. He has advised over 140 companies in relation to PPPs in Europe, Middle East, Africa and Asia.

Andrés Rebollo, CEO of K-Infra, will participate once again on the 7th edition of PPP Americas that will take place in San José, Costa Rica, on May 8th and 9th. The event, which is expected to be attended by near 400 representatives of the public and private sector, has the objective of spreading the lessons learned and the innovative trends for the success of Public-Private Partnerships (PPPs) in the Latin America and Caribbean region (LAC).

Success of K-Infra’s first webinar about the “APMG PPP Certification Program”

K-Infra successfully delivered its first webinar about the “APMG PPP Certification ProgramTM” with the collaboration of the IDB and WBG

K-Infra delivered yesterday, February 9, its first webinar about the “APMG PPP Certification ProgramTM”, and innovation of the World Bank Group, the Inter-American Development Bank and other multilaterals to be able to become a professional PPP accredited.

The webinar was given by Andrés Rebollo (CEO of K-Infra and main author of the “PPP Certification Guide”) and included the involvement of Jyoti Bisbey (Infrastructure Finance and PPP Specialist of the PPP Unit at the World Bank Group) and David Richard Bloomgarden (Head of operations of the inclusive cities unit at the Multilateral Investment Fund). 129 people from all over Latin America and Spain attended the webinar.

We’d like to thank all attendees and specially the World Bank Group and the Inter-American Development Bank for their support. We will make available the presentations as well as the access to the recorded video of the most interesting parts of the session in the upcoming days.

A Guide to the Statistical Treatment of PPPs in national accounts

K-Infra adds to its library the guide about Statistical Treatment of PPPs in national accounts

We have added this new guide about the Statistical Treatment of PPP (EPEC 2016) to our library. This new guide has been developed by EPEC and deals with the classification of PPP assets in national accounts according to the SEC 2010 (European System of Accounts) regulations.

The 2010 version, which came in force in 2015, introduced greater precision in the conditions to be fulfilled by the PPP contract for not being considered public asset / public debt, and to a certain extent, higher pressure for risk transfer and limits on public financial support. But we do believe that the result is more positive rather than negative for PPPs, because of the clear benefit of the greater clarity in the rules.

In addition, this Guide includes the invaluable participation of EUROSTAT, through explanations and examples of factors and specific characteristics that may drive or not to the treatment of the asset as a public asset.
