This course will be delivered in English.
VFM is a methodology mostly used for evaluating the suitability of the PPP mode of procurement for a particular project, which . In its quantitative dimension, VFM has many uncertainties and pitfalls.
The course will describe the foundations of both qualitative and quantitative VFM, and will review the main variations and controversial issues around the quantitative assessment, describing different approaches for conducting the assessment in terms of timing (when should I run the assessment?), scope (for which type of projects?), and reporting (should I rely only on quantitative assessment?), as well as the main differences and variations when building and adjusting the Public Sector Comparator (PSC) and the PPP and discounting the cost projections.
The fundamental objective is that the students become familiar with all these variations and (in the case of public sector practitioners) understand better the practice and approach applied in their respective country or how this may be improved.
The course will be delivered by Andrés Rebollo and it is based on the materials prepared by Andrés and other K-infra´s seasoned PPP experts and contributors like Richard Foster, , Jean Alexandre Blanchard y Marcel Van den Brock.
The course will include 18 effective training hours of live classes, divided into 7 days. The live online classes will be facilitated through our virtual classroom system via CiscoWebexMeetings©.
The reference materials and course materials to be used will be in English.
This first edition of our virtual/streaming mode has a price of 850US$ for public sector and MDBs and 1.125US$ for private sector.
This course is of special value to any professional interested in learning more about this important assessment and its role in the process of PPP analysis and project approval.
Note: It is necessary to have a basic knowledge on the subject of Public-Private Partnerships.

Academic director
Andrés Rebollo
Andrés Rebollo is the main responsible for the design of K-Infra´s PPP courses. Founder and CEO of K-Infra and independent PPP Senior advisor from 2015. 20+ years of experience with 60 + PPP projects advised in all relevant sectors globally. Ex-Partner Head of Infrastructure & PPP in Deloitte Spain (until 2014), and previously Adeinfra founder (acquired by Deloitte in 2008).
Andrés will lead the delivery of our training and is the main author of the materials of the course.

Richard Foster
Richard Foster collaborates with K-Infra, in the development of our own training materials and training delivery related to the CP3P© Certificate.
Richard has more than 20 years of experience in PPP field. He was a member of “Partnerships Victoria Unit” (PPP unit of Victoria, Australia – 2002 to 2011), before he founded Foster Infrastructure, a company that provides strategic, commercial and risks management advisory in the field of PPP, as well as training services for government agencies, multilateral agencies and others.
Richard is deputy lead author of the PPP “Program Certification Guide”.
Jean Alexandre Blanchard
Jean-Alexandre went working in 2008 at the European Bank for Reconstruction and Development (EBRD) for almost 9 years: first as a PPP/concession specialist in Russia, where he managed a range of transactions/initiatives to deliver transition or investment/funding objectives in relation to infrastructure PPP/concession projects, and later on as principal banker in Russia and Central Asia. He then became Principal Fund Manager at the EBRD’s Infrastructure Project Preparation Facility (IPPF) in 2015, covering the PPP window of this facility, developing projects in Belarus, Egypt and Ukraine. In 2017, he returned to the French Ministry of Transports in the position of Concessions Director where he is in charge of preparing, tendering and managing PPP and concessions projects in the transport and infrastructure sectors initiated by the central government.
Marcel Van den Brock
Marcel is a seasoned PPP practitioner with 25 years of working experience and collaborates with K-Infra as a CP3P© accredited trainer.
He is a former director of the PPP Unit at the Ministry of Transport in The Netherlands. He has been involved in over 100 projects in some 40 countries primarily Europe, Asia and Africa. His experiences include supporting the development of PPP Frameworks, numerous Feasibility Studies, Transaction Advisory and Training. He has designed and delivered PPP trainings in 15 countries all evaluated as outstanding. Marcel is one of the founding fathers of the CP3P initiative being responsible for the initial scoping study in 2010.
