Financial structure (from the public perspective)

The term financial structure (from the public perspective), refers to the definition of the means of compensation to be granted to the private partner in the contract and its conditions (tenor, timing, indexation and potential adjustments/deductions), including grants (to co-finance the capital expenditures, or Capex), service payments, subsidies, the right to collect user-payments, and any potential public party participation in the provision of financing (guarantees and other credit enhancement measures, equity or debt contributions).
