Andrés Rebollo

Andrés is responsible for the courses design and the academic director of most of them.

20+ years of experience with 60 + PPP projects advised in all the sectors in different countries.

Andres is Lead Author of “PPP Certification Program Guide”. Head of Infrastructures Partner & PPP in Deloitte Spain (until June 2014), and previously Adeinfra founder (acquired by Deloitte in 2008). Started to work as independent PPP senior advisor in 2015.

Richard Foster

Richard Foster collaborates with K-Infra, in the development of our own training materials and training delivery related to the CP3P© Certificate.

Richard has more than 20 years of experience in PPP field. He was a member of “Partnerships Victoria Unit” (PPP unit of Victoria, Australia – 2002 to 2011), before he founded Foster Infrastructure, a company that provides strategic, commercial and risks management advisory in the field of PPP, as well as training services for government agencies, multilateral agencies and others.

Richard is deputy lead author of the PPP “Program Certification Guide”.

Richard Kupisz

Executive Advisor, National Center for Privatization & PPP, Saudi Arabia

Following a career in Investment Banking and Consultancy, Richard recently joined NCP, where he is responsible for developing and delivering capacity building initiatives on PPP and privatization. He is a CP3P© accredited trainer and was one of the main reviewers of the “PPP Certification Guide”.

Kupisz has over 30 years’ experience of advising public and private sector clients on privatization and PPP. His relevant experience covers more than 250 entities in 26 countries, including structuring and implementing transactions, renegotiating PPP contracts and advising on policies, laws and regulations, as well as designing and delivering training. He was a Member of the UN Economic Commission for Europe (UNECE) PPP Working Group and is a member of the International Society of PPP Sciences.

Taras Boichuk

Partner Director at SPILNO (Ukraine), the PPP unit of the government of Ukraine

Taras will be our lead trainer for CP3P© trainings in Russian and he is in charge of the translation of our materials into Russian.

With nearly 10 years of professional practice in the field of PPP, he specializes in the structuring and implementation support of PPP arrangements. He manages and provides legal services to IFIs, public authorities and businesses in infrastructure, real estate, and other sectors.
As the leader of the Ukrainian PPP Unit, he has led the preparation and implementation of the Ukrainian pilot PPP projects in the seaport and airport sectors (Olvia, Kherson seaports, Lviv international airport).

Taras is also actively involved in support of Ukrainian reforms. He has been engaged by the Ministry of Economic Development and Trade to work on the new Concession Law which has been adopted by the Ukrainian Parliament in October 2019. Taras holds MBA and a master’s degree in law.

Mateo De Los Ríos Vélez

Mateo is an investment banking consultant, financial advisor and Public Private Partnership advisor. He has over 15 years of professional experience in the Colombian and Latin American infrastructure industry, advising public entities and structuring PPP infrastructure projects. He is certified as a CP3P© trainer and has trained public servants in governments such as El Salvador, Honduras, Colombia, Ecuador, Perú, Bolivia and Tunisia. During his career he has advised more than 60 projects related to the structuring, evaluation, validation and supervision of projects with private capital investment for highways, ports, airports, light rail, energy, telecommunications, logistics activities areas, parking, health centers, public buildings, canals and locks, submerged heritage, sports centers, museums, natural parks and amusement parks.

Marcel van den Broek

Independent Consultant Specialized in PPPs

Marcel is a seasoned PPP practitioner with 25 years of working experience and collaborates with K-Infra as a CP3P© accredited trainer.

He is a former director of the PPP Unit at the Ministry of Transport in The Netherlands. He has been involved in over 100 projects in some 40 countries primarily Europe, Asia and Africa. His experiences include supporting the development of PPP Frameworks, numerous Feasibility Studies, Transaction Advisory and Training. He has designed and delivered PPP trainings in 15 countries all evaluated as outstanding. Marcel is one of the founding fathers of the CP3P© initiative being responsible for the initial scoping study in 2010.

Guilherme de Ávila Naves

Founding partner of Radar PPP

Bachelor of Laws and Specialist in Public Policy and Government Management. Coordinator of the PPP Unit of the Mineirão Stadium and Manager of the Sports Venue Dpt. for the 2014 FIFA World Cup, in the Government of the State of Minas Gerais. Participated in the team that worked with the preparation of the PPP of stadiums, convention and exhibition centers and was responsible for the performance monitoring of the SPVs. In Radar PPP, as a partner, he leads the efforts of the firm with capacity building – as the CP3P© leader and coordinating courses with institutions like Insper, Fundação Dom Cabral and Católica-Lisbon School of Business & Economics – as well as the corporative events, as producer of the main meetings on Public-Private Partnerships in the Brazilian calendar. Participated in the modeling of projects in the sector of Public Lighting, Health and Sanitation, among others.

Borja Rubio

Borja has developed his career in the field of business development in the PPP market, for companies such as Puertos del Estado, Prointec, Indra, Talgo, Everis, among others. With nearly 20 years of professional practice in the field of PPP, he has developed projects in the sectors of Transportation, Infrastructure, Defense, Technology, Water and Energy.

He is currently partner at K-infra and an accredited CP3P© trainer for the PPP Expert Certification. He is also works as an independent expert for different companies.

Jean-Alexandre Blanchard

Concession director at Ministry of Transport of France

After having developped its PPP expertise within the French Ministry of Transports, Jean-Alexandre went working in 2008 at the European Bank for Reconstruction and Development (EBRD) for almost 9 years: first as a PPP/concession specialist in Russia, where he managed a range of transactions/initiatives to deliver transition or investment/funding objectives in relation to infrastructure PPP/concession projects, and later on as principal banker in Russia and Central Asia. He then became Principal Fund Manager at the EBRD’s Infrastructure Project Preparation Facility (IPPF) in 2015, covering the PPP window of this facility, developing projects in Belarus, Egypt and Ukraine. In 2017, he returned to the French Ministry of Transports in the position of Concessions Director where he is in charge of preparing, tendering and managing PPP and concessions projects in the transport and infrastructure sectors initiated by the central government.

Renan Marcondes Fachinatto

Partner at Dal Pozzo Advogados Law Firm

Law degree and Infrastructure Law Specialist (post-graduation). Senior lawyer with more than 10 years of experience in PPPs and Concessions with main focus on basic sanitation, roads, public transportation, public lighting and education. Worked in the structuring phase of the first basic sanitation government-pays PPP in the State of São Paulo and was head of the legal team in structuring one of the first user-pays PPP models aimed at wastewater treatment for industrial reuse for the Companhia Espírito Santense de Saneamento – CESAN (an SOE owned by the State of Espírito Santo). Provides legal support in contract management for several SPVs in user-pays PPPs in the basic sanitation, road and public transportation sector. Was a voluntary associate professor at Pontifical Catholic University of São Paulo under Professor Augusto Dal Pozzo, MSc supervision for about 5 years and is the Law Firm representative at several Committees in the Basic Sanitation Private Partners Association (“ABCON”) and the Brazilian Association of Infrastructure and Basic Industry (“ABDIB”) as well as a full member of the Brazilian Infrastructure Legal Studies Institute (“IBEJI”).

Jean-Francois Gautier

Jean-Francois Gautier holds a PhD in Economics from the University of Paris Dauphine. He has a 20 years professional experience in Finance and Economics. He has been working in investment banking and for several development institutions such as the World Bank, the French Development Agency (AFD), the Institut de Recherche pour le Développement (IRD), the OECD, the Overseas Development Institute (ODI), the French Cooperation State Department. Over these years, he has specialized into Project Finance, PPP, Municipal Finance, Economics and Statistics studies. He has been involved in the financing of Energy, Infrastructure, Utilities, Social projects in Europe, Middle East, Africa and in the USA. He has also been teaching in Sciences-Po Paris and University Paris Dauphine and holds the CP3P© trainer accreditation.

Amandeep Singh Virk

PPP Specialist (STC) at The World Bank

Independent Consultant specialized in PPP and he is a leading international PPP transaction advisor with +21 years of experience.

He has played multiple roles in value chain of PPP projects from ‘concept-to-commissioning’ as well as project monitoring support. His expertise covers formulation of PPP regulatory framework, project screening & prioritization, feasibility studies/business cases, PPP transactions through to financial close and capacity building. Amandeep has steered more than 60 PPP projects/programs across different sectors viz-a-viz transport, renewable energy, healthcare, education, accommodation, solid waste management, water supply & sanitation, tourism, agriculture and sports infrastructure.

Amandeep has consistently excelled at focusing on sustainable development and pro-people interventions through PPPs. He has served as PPP Advisor to various governments in the developing economies and is passionate about the knowledge transfer. He worked extensively in Asia and Africa continents and led a few strategic and landmark PPP transactions.

He has served as PPP Advisor to numerous governments in Africa (Tanzania, Uganda, Kenya, Zanzibar among others) and Asia (including projects in Philippines, Bangladesh and a number of states in India).

Ariana Progri

Former member of IFC PPP Advisory Team

Ariana Progri is a PPP expert with over 20 years of experience in advising governments on private sector development and infrastructure PPPs. Her expertise covers all aspects of PPP transaction advisory from project concept to project structuring and tendering, as well as the areas related to creating an enabling environment for PPPs and private sector participation in infrastructure.

Her PPP experience spans fifteen years of analyzing and structuring infrastructure PPPs as well as policy and institutional strengthening in Southeast-Europe, Mexico, Central America and the Caribbean. Such work was carried out in close cooperation with the World Bank and other intergovernmental agencies to strengthen PPP and sector policy and regulatory frameworks in order to promote private sector participation in infrastructure. It also entailed engagement with private sector and local communities to balance the trade-offs between project commercial appeal, public interest and overall economic and social return.

Irina Novikova

Independent consultant specialized in PPPs, advisor to the Prime Minister of Ukraine

Irina Novikova is a collaborator and sponsored trainer for the CP3P program by K-Infra for Ukraine and some CIS countries. Irina is a former Deputy Minister of Economy of Ukraine with more than 10 years experience in PPP. Almost 10 years she was responsible for formation and implementation of the state investment policy and state policy on the PPP, PIM, industrial parks. She started her career in Ministry as a Head of PPP Unit.
Irina was co-author of the new laws of Ukraine ”On concession”, ”The PPP”, ”Amendments to the Budget code on the implementation long term budget obligation for PPP” and secondary legislations, created with IFC support PPP Agency of Ukraine in 2018.
She actively participated in preparation pilot concession project in the seaports and pilot PPP in municipal level.

  • She was member of supervisory boards of several institutions: UKRAINEINVEST, Entrepreneurship & Export Promotion Office, Business Development Fund and coordinator of PPP Agency of Ukraine.
