Guilherme is an expert in Public-Private Partnerships (PPPs). Currently, he’s partner at Radar PPP, K-infra’s affiliate to deliver CP3P training in Brazil. His competences include:

  • Specialized in innovative mechanisms for public investments
  • Public-Private Partnerships advisory services
  • Founding partner of Radar PPP, responsible for trainings and events

Mateo De Los Ríos Vélez joins K-infra as a CP3P Accredited Trainer

K-infra is glad to communicate that Mateo De Los Ríos Vélez just joined us as a CP3P accredited trainer for Latin America.

Mateo is an economist and business administrator, with a master’s degree in applied finance and currently Partner at VIVEKA. He has more than 14 years of experience in consulting, project structuring and financial management in infrastructure, transportation, technology, education, energy, financial risk management, process audit, structuring resources of private equity funds and investment banking.

Previously manager of structuring of the 4th generation of road concessions in the Public-Private Partnerships (PPPs) framework model in Colombia and Financial Vice President of FINDETER.

Mateo will especially provide training in the Andean region (Colombia, Peru, Ecuador and Bolivia) without prejudice to his support to K-infra in other trainings that can be provided in the region.

Certified PPP Professional (CP3P) – Madrid Preparation Course

K-Infra launches the first edition of the CP3P – Preparation in Madrid

K-Infra offers the first edition of the CP3P – Preparation level after the announcement of APMG about its availability.

This is the second exam or level of the PPP Certification Program. Once completed, the candidate will have access to the third exam level, Execution (expected for 2018), which will allow the candidate to use the Certified Public-Private Partnerships Professional (CP3P). The exam is based on chapters 2 to 5 of the PPP Certification Guide and will test the candidate’s understanding of the PPP framework and application on PPP Project Identification, Screening, Appraisal and Preparation Processes.

The course, delivered in English, will take place in Madrid, from April 16 to 24, 2018 in blended modality.

EBRD requests K-Infra to analyze two PPP projects

K-Infra analyzes two PPP projects for the European Bank for Reconstruction and Development

The European Bank for Reconstruction and Development (EBRD) has commissioned K-Infra to prepare two case studies related to two European PPP projects in order to extract lessons and key aspects related to the importance of good preparation of projects prior to being tendered.

Most of the PPP projects fail due to their faulty preparation, which ranges from the adequate identification of the project as a solution to a need, the evaluation of its suitability to the PPP tool, the evaluation of the robustness of the project as a public investment decision (socio-economic sense and feasibility from different angles), going through the evaluation of the project itself as PPP (commercial feasibility, value for money, affordability or fiscal impact analysis) and the structuring/design of the contract and the tender process itself. In addition, adequate preparation of the project and contract implies that the latter adequately integrates all the necessary tools and mechanisms for the effective management of the contract during its life.

The study will focus on these aspects and on how the projects of the case adapt more or less to what should be the “guiding principles” of a good preparation and structuring, to try to draw relevant conclusions in relation to the key aspects for the success of a PPP.

K-Infra advises the World Bank on developing PPP guidelines for the government of Turkey

K-Infra is supporting the World Bank in the preparation of guides and manuals for the management of PPP projects and the governance of PPPs in general to improve the management of Public-Private Partnerships in the country.

Our activity, developed with the collaboration of Richard Foster (Foster Infrastructure), focuses on supporting the development of a PPP project cycle management manual from its identification to the execution of the contract. Additionally, K-Infra will participate in the design of guidelines for the good management of PPP contracts.

Andres Rebollo accredited as “Accredited CP3P Trainer – Preparation

Andrés Rebollo, CEO of K-Infra and main author of the PPP Guide has been accredited by APMG as “Accredited CP3P Trainer – Preparation” to deliver training in relation to the Preparation level of the PPP Certification.

K-Infra will soon announce its first CP3P-Preparation course, which will take place in Madrid. The exam of this second level of the PPP Certificate is already available for candidates.
